Madrid, 26th of August, 2026.- InFluenze Spain welcomes the adoption of this draft Royal Decree Law, which regulates the activity of government relations consultants and lobbyists, by establishing rules of conduct to be followed by lobbyists and government relations consultants, when carrying out their lobbying activities and by creating a national registry of lobbyists.
We are particularly encouraged to see that the draft Royal Decree Law also includes obligations on public officials, notably a requirement to publicly report on any meetings, contact or communication they have had with lobbyists and government relations consultants, while exercising their duties as civil servants.
We firmly believe that while the creation of a national registry of lobbyists, and the regulatin of our activities are fundamental to improving our profession’s reputation and to ensuring a greater professionalization of the services we provide, we also believe that fully transparent procedures in the adoption of legislative and policy initiatives, should and must come with solid and enforceable rules and obligations on public officials.
These rules and obligations must also be applicable to individuals, who have retired, have withdrawn, or have been removed from active civil service and/or public office, and should aim to restrict, any lobbying activities they may carry out upon leaving office.
